DeFi: a Path to Integration? The strange case for centralization in EU Banking Law

This paper aims to analyze how decentralized finance (DeFi) may serve as a catalyst for regulatory centralization in the EU. By analyzing the latest disruptive tendencies for finance vis-à-vis the recent set of policies envisaged under the Digital Finance Strategy, we seek to understand how DeFi may actually incentivize the use of RegTech for financial regulation and supervision. As a consequence, this may lead to an acceleration of the bias towards centralization of powers and competences from national competent authorities to European Supervisory Agencies (ESAs) and the European Central Bank (ECB), under the Banking Union framework.
